Rabbi Shimon Shizuri was fourth generation tana and a student of Rabbi Tarfon, originating from the village of Shazur. He was friends with Rabbi Shimon, Rabbi Yehuda, Rabbi Meir and Rabbi Yosi. Rabbi Shimon Shizuri came from a wealthy family that lost all its money since they allowed their livestock to graze in the fields of others and arbitrated monetary rulings in front of single judges.
